What support programs are available during COVID-19?

OPALCO has a list of ways members can get support if COVID-19 is impacting them. Check out the full list and apply online: www.opalco.com/covid-19-relief-measures/.

Are Businesses Eligible for COVID-19 Bill Pay Relief?

Yes, members who have a commercial account may apply for COVID-19 relief by filling out the online application.  The relief covers the service access fee for up to two billing cycles.

Can I qualify for Energy Assist (EAP) for COVID-19 Releif?

Yes. If you are financially impacted by COVID-19, simply check that box on the simple online application. This program will continue as long as funding is available.


Can OPALCO members get a discount at Rock Island?

OPALCO members participating in the low income Energy Assist program (EAP) can get a $25 bill credit from Rock Island if they show the assistance amount on a copy of their bill.

How is Energy Assist (EAP) Funded?

Energy Assist (EAP) is funded through rates as a separate line item on each co‐op member’s monthly bill.  Everyone pays the Energy Assistance line item – even those who receive a credit.

How Long does the Energy Assist Program Last?

Energy Assist (EAP) is year‐round – a credit on your bill every month. You need to renew your application each year by April 30th.  Changes may be implemented with or without notice, include increasing or decreasing credits on the rate depending on the number of participants. If you are qualifying because of COVID-19, the program is good for 60 days and may be renewed if funding is available.

Am I Eligible for Energy Assist (EAP)?

Eligibility for Energy Assist is not based on income, but simply participation in other programs that serve low-income households.  If you participate in a program that is not listed on the application, please contact us to see if you qualify.  If you do not participate in any other programs, we encourage you to contact your local family resource center to find out where you may qualify for help. During COVID-19, simply check the COVID box to qualify for 60 days.

How much is the Energy Assist (EAP) bill credit?

The monthly bill credit varies by household size. Check out the most recent figures. Please note: members must reapply for Energy Assist each April.


Am I Eligible for Project PAL? Who Decides?

PAL grants are administered by the Family/Community Resource Centers on each island. Eligibility criteria include:

  1. you are an active member of OPALCO for the 4 months prior to application.
  2. you are a residential member.
  3. Family income level of up to 200% of Federal Poverty Guidelines (published each year)
How is Project PAL Funded?

The majority of PAL funds come from donations from co-op members who round up their bill each month and/or make monthly donations.

How do I apply for a Project PAL grant?

Project PAL grants are awarded during the heating season (October-April). To apply, contact your local Family/Community Resource Center where staff can help connect you with all of the resources available. You can also complete the online application during the PAL season.
