{"id":25699,"date":"2026-05-13T11:31:30","date_gmt":"2026-05-13T18:31:30","guid":{"rendered":"https:\/\/www.opalco.com\/?p=25699"},"modified":"2026-05-13T13:06:35","modified_gmt":"2026-05-13T20:06:35","slug":"quick-fact-opalcos-2025-renewable-energy-survey","status":"publish","type":"post","link":"https:\/\/www.opalco.com\/es\/quick-fact-opalcos-2025-renewable-energy-survey\/2026\/05\/","title":{"rendered":"Dato curioso: Encuesta de energ\u00edas renovables de OPALCO para 2025"},"content":{"rendered":"<p><span class=\"bold\">OPALCO\u2019s Renewable Energy Dilemma<\/span><\/p>\n<p>The 2025 member survey revealed something important: OPALCO members support reliable, affordable, and cleaner electricity \u2014 but many of the projects needed to provide that power face increasing siting challenges.<\/p>\n<p>This creates a difficult but unavoidable dilemma.<\/p>\n<p>Members want:<\/p>\n<ul>\n<li>Reliable power<\/li>\n<li>Affordable rates<\/li>\n<li>Reduced dependence on mainland energy<\/li>\n<li>Cleaner electricity sources<\/li>\n<\/ul>\n<p>But at the same time:<\/p>\n<ul>\n<li>Electricity demand continues to grow<\/li>\n<li>BPA submarine cable capacity is limited and aging<\/li>\n<li>Washington clean-energy laws are increasing costs<\/li>\n<li>Local renewable projects face significant land-use opposition<\/li>\n<\/ul>\n<p>There is no path forward that avoids tradeoffs.<\/p>\n<p><span class=\"bold\">What the Survey Found<\/span><\/p>\n<p>The survey results show strong support for local energy reliability and renewable generation:<\/p>\n<ul>\n<li>82% say building local energy resources is important to reduce power disruptions<\/li>\n<li>80% support local renewable projects such as solar, batteries, and microgrids<\/li>\n<li>60% support adjusting land-use policies to improve energy reliability<\/li>\n<li>71% say renewable projects should receive priority in the land-use process<\/li>\n<li>71% say OPALCO should move forward with projects if reasonable efforts are made to reduce environmental and aesthetic impacts<\/li>\n<li>74% support adjusting county policies to allow more local energy generation, especially when environmental protections remain in place<\/li>\n<\/ul>\n<p>The survey also showed that members care deeply about environmental stewardship and aesthetics. Scenic views, wildlife impacts, and cost were the top concerns raised about renewable projects.<\/p>\n<p>One takeaway for the OPALCO team is:<br \/>\nMembers support renewable development \u2014 but they want it done responsibly and thoughtfully.<\/p>\n<p><span class=\"bold\">Demand continues to grow<\/span><br \/>\nSan Juan County continues issuing new residential and commercial building permits every year (100 to 200 new building permits per year. Each new home increases permanent electric demand through:<\/p>\n<ul>\n<li>Heating and cooling<\/li>\n<li>carga de veh\u00edculos el\u00e9ctricos<\/li>\n<li>Water systems<\/li>\n<li>Accesorios<\/li>\n<li>Electrification requirements<\/li>\n<\/ul>\n<p>At the same time:<\/p>\n<ul>\n<li>AI\/datacenter growth is increasing regional electricity demand<\/li>\n<li>Extreme weather events are stressing the grid<\/li>\n<\/ul>\n<p>Demand is increasing whether or not local infrastructure is built.<\/p>\n<p><span class=\"bold\">The Siting Challenge<\/span><br \/>\nWhile new homes, roads, driveways, septic systems, and utilities routinely require tree removal and land clearing, siting renewable energy infrastructure often faces much greater resistance.<\/p>\n<p>Under current San Juan County land-use rules:<\/p>\n<ul>\n<li>Utility-scale power generation is allowed outright on only a very small percentage of county land<\/li>\n<li>Much of the county requires conditional review processes<\/li>\n<li>Large portions of the county prohibit utility-scale generation entirely<\/li>\n<\/ul>\n<p>At the same time, OPALCO\u2019s grid requires generation to be located reasonably close to population and load centers in order to improve reliability and resilience.<\/p>\n<p>This creates a growing tension between:<\/p>\n<ul>\n<li>Supporting continued growth and electrification<\/li>\n<li>Expecting reliable electricity<\/li>\n<li>And limiting the infrastructure needed to supply it<\/li>\n<\/ul>\n<p><span class=\"bold\">Regional Power Is Becoming More Constrained<\/span><br \/>\nSan Juan County relies heavily on electricity imported through two BPA submarine cables that are approximately 41 and 25 years old.<\/p>\n<p>The broader Pacific Northwest is also facing:<\/p>\n<ul>\n<li>Tightening regional power supply<\/li>\n<li>Rising wholesale electricity costs<\/li>\n<li>Increased winter and summer peak demand<\/li>\n<li>Retirement of traditional generation resources<\/li>\n<li>Higher costs associated with state carbon policies<\/li>\n<\/ul>\n<p>When regional demand spikes, BPA must increasingly purchase power from the open market to meet load growth.<\/p>\n<p>That means greater exposure to market volatility and rising costs.<\/p>\n<p><span class=\"bold\">State Law Is Changing the Energy System<\/span><br \/>\nWashington law requires utilities to transition toward cleaner electricity:<\/p>\n<ul>\n<li>No coal-fired electricity<\/li>\n<li>100% carbon-neutral electricity by 2030<\/li>\n<li>100% carbon-free electricity by 2045<\/li>\n<\/ul>\n<p>The Climate Commitment Act also places increasing costs on carbon-intensive generation.<\/p>\n<p>These policies are reshaping the regional energy market whether local communities build local generation or not.<\/p>\n<p><span class=\"bold\">Why Local Generation Matters<\/span><br \/>\nLocal solar, battery storage, and microgrids are among the few tools OPALCO directly controls to improve resilience.<\/p>\n<p>Local generation can:<\/p>\n<ul>\n<li>Reduce dependence on mainland transmission<\/li>\n<li>Improve reliability during outages<\/li>\n<\/ul>\n<p>Support critical infrastructure<\/p>\n<ul>\n<li>Reduce exposure to volatile market pricing<\/li>\n<li>Improve long-term system resilience<\/li>\n<\/ul>\n<p>The member survey shows that OPALCO members understand the tradeoffs.<\/p>\n<p>We cannot simultaneously:<\/p>\n<ul>\n<li>Support continued growth in electricity demand<\/li>\n<li>Depend entirely on imported power<\/li>\n<li>Restrict most local generation<\/li>\n<li>Oppose infrastructure siting<\/li>\n<li>And expect reliability and affordability to remain unchanged<\/li>\n<\/ul>\n<p>As a member-owned cooperative, OPALCO\u2019s responsibility is to navigate these competing realities in
