Project PAL was developed to help low income OPALCO members pay their winter heating bills. This program is funded through voluntary member contributions which consist of rounding up electric billings to the next whole dollar. ELECTRIC HEAT OPTIONS

There are three main kinds of electric heating systems. Zonal Resistance systems heat the air in individual rooms or areas of your home. Zonal Radiant systems heat objects in individual rooms or areas of your home, not the air itself. And Central Systems rely on a central heating unit that forces warm air into your entire home. Energy Star^® Rebates

• Heat Pump
  Have a certified PTCS technician install a geothermal, water source or air source Energy Star^® rated Heat Pump with a HSPF of 9.0 > and SEER of 14 > and receive $750.00. Call Energy Services for rebate forms and a list of certified PTCS installers. (Heat pump specifications)

• Clothes Washer
  

  • Purchase an Energy Star^® labeled clothes washer with a MEF of 1.80 or better and receive a $75.00 rebate. Installed electric water heater & clothes dryer required to receive maximum rebate.
  • Receive a $25.00 rebate for purchasing an Energy Star clothes washer with a MEF of 1.80 or better if you have a gas dryer or gas water heater.

  Copy of proof of purchase required.

  Energy Star^® clothes washers use about half as much water as conventional washers, saving up to 7,000 gallons per year.

• Dishwasher
  

  Purchase a 2006/2007 Energy Star^® labeled dishwasher and receive a $25.00 rebate.

  An installed electric water heater and copy of proof of purchase required.

  Energy Star^® labeled dishwashers save by using both improved technology for the primary wash cycle, and by using less hot water to clean. Construction includes more effective washing action, energy efficient motors and other advanced technology such as sensors that determine the length of the wash cycle and the temperature of the water necessary to clean the dishes.

• Refrigerators/Freezers
  Purchase a 2006/2007 Energy Star^® labeled refrigerator or freezer and receive a $25.00 rebate. Copy of proof of purchase required.
  New Energy Star^® labeled refrigerators use about 50% less energy than models manufactured before 1993.

• Water Heater (steel tank)
  Water heating is the third largest energy expense in your home.

  • New Construction – Purchase a qualifying energy efficient electric water heater and receive a rebate for $40.00.

  • Retrofit – Purchase a qualifying energy efficient electric water heater and receive a $25.00 rebate.

    Water heaters must meet these efficiency factor (EF) requirements:

    Capacity	Energy Factor
    30 & 40 gals	.94 or higher
    50 gals	.93 or higher
    65 to 85 gal	.91 or higher
    119 gal and larger	.85 or higher

• NEEM / ENERGY STAR^® MANUFACTURED HOMES
  Orcas Power and Light Cooperative offers a $850.00 rebate to members who purchase a NEEM certified manufactured home.

  NEEM and Energy Star^® labeled manufactured homes are built to save 30 percent on heating bills, compared to manufactured homes built to federal standards. The primary source of heat in the home must be permanently installed electric heat and the Rebate Application must be received within 60 days of the occupancy permit date to be eligible.

Bring in your old showerhead and exchange it for a new energy efficient showerhead and receive faucet aerators for kitchen and bath. One exchange per household.

Electric Thermal Storage (ETS) Heater Program
Electric Thermal Storage (ETS) is a clean, safe, comfortable, and reliable method of heating. This heating choice is growing in popularity because it is 100% efficient and provides warm, cozy heat and significant savings if used in conjunction with OPALCO’s time-of-use rate.
