Orcas Power & Light Cooperative (OPALCO) is a non-profit cooperative committed to selling power to its members at cost. Rates are set based on the cost of power as contracted with Bonneville Power Administration (BPA) and the cost of OPALCO’s operational and plant expenses.

Rate Structure and Schedule of Fees (9/1/11)

The following tariffs are designed to provide equitable service to all members, individually and collectively. The tariffs are a contract between OPALCO and its members, created and adopted by the Board of Directors in compliance with OPALCO’s Articles of Incorporation and Bylaws and in accordance with the requirements of federal, state and other bodies having jurisdiction. OPALCO, through action by its board of directors, reserves the right to change these tariffs at any time.
