OPALCO is a non-profit member-owned cooperative. We sell power only to the members of our cooperative. To become a member you must sign an application in which you agree to be bound by the rules and regulations (see Member Service Policies, Bylaws and Tariffs) of Orcas Power & Light Cooperative. You will also be required to pay a $5.00 membership fee, which is refundable if you terminate your service. If a person has more than one account/meter, only one membership fee is required.

Service Charge
There is a non-refundable $20.00 service charge each time an account is opened. This charge is also required for setting up an additional account for an existing member.

Consumer Deposits
Since electric service is used prior to its billing, you may be required to post a deposit before service is connected. The amount of the deposit shall initially be $125.00. This amount may be decreased when usage pattern and payment history has been established with OPALCO. The deposit will be refunded after twelve months of on-time payments or, if desired, may be applied to you final bill. Interest is not paid on deposits.

OPALCO will normally waive the required deposit if:

  • You have already established a good payment record with OPALCO, with an account in your name at a different location.
  • You provide OPALCO with evidence of a good credit record from a previous utility. Your previous utility (electric, gas, water, telephone) will be happy to provide you with a letter of credit and most are willing to fax a copy to us to help expedite the setup of your new account with OPALCO.
  • You sign up for one of the automatic payment options, whether monthly payments drawn directly from your bank account or authorization to charge the monthly payment to you credit card, Bank Authorized Payment OR Visa or MasterCard Payment

Benefits of Co-op Membership
As member-owners, members have the right and responsibility to elect the OPALCO Board of Directors from among the membership. Elections are held every May. Members may also opt in to OPALCO’s Ambassador Program to be kept informed and engaged in the legislative issues that affect the Cooperative. A central element of all cooperatives, members invest and share in the financial health of the Cooperative through capital credit allocation and distribution.
