About the Management

Randy Cornelius
General Manager of OPALCO

Randy Cornelius joined OPALCO in August 2002. For seven years previously, he was the Electric Utility Director of the City of Sitka Electric Department.

Randy has over 25 years experience in the electric utility business, starting as lineman, line foreman, general foreman, and eventually management. In 1993, he earned a degree in Electrical Engineering from Oregon State University, and, in l999, he completed courses in Public Administration at University of Alaska Southeast.

While in Sitka, Randy was a director on the board of Alaska Rural Electric Cooperative Association, chairman of Southeast (electric) Intertie Committee, and a member of the City and Borough of Sitka Administrator Committee. He earned an Award for Excellence in 2001 as a member of the Sitka Chamber of Commerce.

A skilled negotiator for both labor and management, Randy also has a strong background in public relations. He has testified before the State Legislature and the U.S. Congress on electric utility issues. An associate from Petersburg, Alaska, had this to say: "Randy has the ability to bring people from all sides of the spectrum together and find common ground... he works well with people, is a listener, and is well respected in his field of work. You won't be disappointed!"

Foster Hildreth

Manager of Finance and Member Services

Responsible for personnel issues, Member Services, Accounting, supervision of meter readers, and response to and resolution of member issues.

Beth Anderson

Manager of Technical Services

Responsible for SCADA, Power Line Carrier hardware, internal telephone, network and computer systems, fiber optics, and research/development of new programs.

Mark Tilstra

Manager of Engineering

Plans, organizes, directs and supervises the engineering, system design and specifications, construction standards and planning, and major maintenance and capital improvement projects for the electric transmission and distribution system and fiber optic system.

Todd Shaner

Manager of Operations

Plans, organizes, directs and supervises the operation and maintenance of capital improvement projects for the distribution and transmission system, including overhead and underground electric lines, fiber optic lines, substations, warehousing, right-of-way clearing and metering.
